ASSOCIATION LOCAL ACTION GROUP is the self-governing, persistent association, aiming to operate to equal progress of rural area and activation of country-folk.
Appointed aims will be accomplish by implementation of Local Development Strategy elaborated by Local Activity Group, dissemination and exchange of information about enterprises connected with country-folk activation on the areas connected with Local Activity Group and the promotion of rural areas situated beside Local Activity Group.
Our operations allow for protection and promotion of a habitat, landscape and historical and cultural resource, touristic development and familiarization and development of local products.
Since 1st of May 2004 Poland Has benefited from the opportunities provided by Common Agricultural Policy (CAP) and Regional (Coherence) Policy of the European Union. In 2004-2006 Polish rural areas benefited from - inter alia - the funds of the European Agricultural Guidance and Guarantee Fund (EAGGF), thanks to the instruments of the Rural Development Plan (RDP 2004-2006) and the Sectoral Operational Programme "Restructuring and Modernisation of the Food Sector and Rural Development 2004-2006" (SOP - Agriculture).
In 2000-2006, the EAGGF comprised of the Guidance Section and the Guarantee Section, was the primary source of financing agriculture and rural areas in the Member States of the European Union (EU). The Guidance Section provided funds for the Sectoral Operational Programme "Restructuring and Modernisation of the Food Sector and Rural Development 2004-2006", while the Guarantee Section funded the Rural Development Plan 2004-2006, organization of the common agricultural market and direct payments.
In 2004-2006, the Leader+ Type - measure was implemented in the framework of SOP Agriculture, in the form of Measure 2.7. This Measure implemented components of Leader+ Community initiative in two Schemes.
The objective of Scheme I was to establish Local Action Groups (LAG) and to draft the Integrated Rural Development Strategy (IRDS).
Under Scheme II LAGs implemented the strategies developed under Scheme I or strategies drafted without aid from SOP Agriculture funds.
IRDS had to take into account at least one of the following areas, so called priority areas:
- Application of new information, know-how and new technologies in order to increase the competitiveness of products and services provided by rural areas;
- Improvement of the quality of life in rural areas;
- Increasing the value of local products, in particular through helping small production units to access the markets by common measures;
- Use of natural and cultural resources, including the potential of Natura 2000 areas.
The ceiling for aid under Scheme I was set at PLN 150000. 248 beneficiaries applied for aid - at first 178 were granted aid, but finally, after 11 resigned, 167 beneficiaries completed Scheme I. The funds spent under Scheme I amounted to PLN 19.5 million.
The ceiling for aid under Scheme II was set at PLN 750000. 187 LAGs applied for aid. As a result of verification and evaluation carried out according to the selection criteria 149 LAGs were granted aid. The funds spent under Scheme II amounted to PLN 96 million.
It should be emphasized, that the original allocation for Measure 2.7 in the Sectoral Operational Programme "Restructuring and Modernisation of Food Sector and Rural Development 2004-2006" had been EUR 18750000, however in 2007 this amount was increased to EUR 30443952, which helped to finance implementation of integrated rural development strategies by 149 groups, rather than ca. 80, as originally expected.
Projects of Scheme II of Leader+ Type - measure were implemented in 885 communes, with the area of 125.5 thousand km2 and the population of nearly 7 million.
